Stream 1: Foreign entrepreneurs who want to start and run a business in Quebec.
Stream 2: Foreign entrepreneurs who wishes to create a new business or acquire an existing business and manage the business operation.
Foreign investors who want to invest in a business in Quebec.
Applicants who are over the age of 18 years old, completed Canadian equivalent of at least a secondary school general Diploma and have the intention and ability to become self-employed in Quebec.
To be eligible for any of the six streams in the TR to PR pathway, you must prove your ability in English or French, depending on the chosen stream in the pathway.
For the health care and non-health care essential streams, the minimum language requirements are Canadian Language Benchmarks (CLB) or Niveaux de compétence linguistique canadiens (NCLC) Level 4 in reading, writing, speaking, and listening with results being no more than 2 years old when you apply. For the recent international graduate streams, the requirements are Level 5.
To be eligible for any of the six streams in the TR to PR pathway, you must:

– be employed in any job that exists in the National Occupational Classification website
– be employed by someone else, meaning you cannot be self-employed – Except for medical doctors who are in a fee-for-service arrangement with a health authority
– be paid by your employer, meaning you cannot be a volunteer
– be working with authorization
